Guardian Office operations

Operations against Mayor of Clearwater, Gabriel Cazares Cazares was the major of the Florida town of Clearwater in the mid-1970s. He had the misfortune to be mayor at the time Scientology secretly entered the town (as "United Churches") in its eventually successful attempt to create a "Land Base". Cazares was identified by the GO as a key target to be neutralised and was subjected to numerous covert operations aimed at discrediting him and preventing his re-election. The latter aim was successful. DATE DETAILS 3 March 1975 RE: ALPINE, TEXAS/CAZARES The Guardian Office despatched agents to Gabriel Cazares' birthplace in Texas in an unsuccessful attempt to label him as an illegal immigrant. 3 March 1975 SPEEDY GONZALEZ Operation Speedy Gonzalez aimed "To ruin Mayor Gabriel Cazares' political career by spreading a scandal about his sex life b roadly." 5 March 1976 RE BASE A Guardian Office agent reports on an attempt to get compromising "2D data" (sexual information) on Gabriel Cazares. 15 March 1976 RE: MAYOR CAZARES Dick Weigand reports a successful attempt to frame Mayor Cazares for a faked "hit-and-run" accident in which the "victim " was a GO agent (Michael Meisner). 23 March 1976 OP ITALIAN FOG An attempt to frame Gabriel Cazares for bigamy, by forging false marriage records in Mexico. Spring 1976 OPERATION STREET-MAN A covert operation designed to foil Gabriel Cazares' campaign to run for Congress. This document indicates that the GO had an agent in Cazares' campaign staff. 3 June 1976 MAYOR CAZARES HANDLING PROJECT Details of a covert operation designed to "remove Cazares from any position from which he can fight the exp ansion of Scientology or United Churches in the Base area". Operation Freakout - the campaign against Paulette Cooper Cooper was (and is) a freelance journalist who in 1971 wrote a book, The Scandal of Scientology, which was highly critical of the organization. She became a key target of the GO, which aimed (on the orders of L. Ron Hubb ard himself) to frame her for supposedly threatening to bomb the New York Scientology organisation and Dr. Henry Kissinger.
